The Norwegian Red Cross (NorCross) is part of the Red Cross Red Crescent (RCRC) Movement, the world’s largest humanitarian network with millions of volunteers operating in 190 countries. The RCRC Movement’s mission is to alleviate human suffering, protect life and health, and uphold human dignity especially during armed conflicts and other emergencies.

NorCross has established a Global Surge Team with leadership, management and technical competencies for emergency response in complex environments, targeting Health Emergencies and Health in Emergencies. We are now looking for an experienced Health Coordinator profile to join our Global Surge Team. The Health Coordinator profile should be flexible and have the ability and willingness to travel extensively and be deployed to a physical demanding working environment in different contexts and work with various stakeholders. The Global Surge Team profiles must be able to deploy at short notice for periods of up to 3 months and to spend up to 70% of their time overseas. Vacation, rest and recovery days and professional development will be accounted for as a part of the remaining period of non-deployment time.

The Health Coordinator profile in the Global Surge Team will play an important role and contribute to strengthen the RCRC’s emergency response with the aim of enhancing quality of operations, timeliness and accountability in the delivery of effective humanitarian assistance in sudden onset disasters, conflict and protracted crises. 

This is a deployable position with up to 70% of the incumbents time deployed on emergency missions.

The Global Surge Team; Health Coordinator profile is seen to be one of the most senior health related positions expected to deploy in response to disasters. With the broad range of health interventions (both clinical and public health) that can be required in an emergency, the HC duties/responsibilities will thus vary greatly from one deployment to another. The role will be responsible for assessing the needs of communities affected by disaster or crisis with strengthening emergency response by setting up health interventions mitigating the identified health risk. 

For IFRC specific deployments; The Health Coordinator, under the management of the Head of Emergency operations (HEOps/Ops Manager), will work in collaboration with other Movement Partners, delegates, national staff and volunteers, local health authorities and affected communities as part of a team within the mandate of the International Federation of the Red Cross  and Red Crescent Societies (IFRC).

Duties and responsibilities

Reporting to:  Surge Team Manager.

While deployed: The Health Coordinator profile is responsible for assessing, coordinating and overseeing quality implementation of all IFRC clinical and public health interventions in response to emergencies, in conjunction with the host Red Cross Red Crescent National Society health department. In large-scale emergency responses, the Health Coordinator is responsible for leading the overall health strategy and may directly supervise the medical and public health in emergencies coordinators, if applicable.

  • Coordinate and communicate with local government and partners, and other humanitarian agencies to ensure
    effective rapid assessment, along with a holistic approach to health that prevents gaps and/or duplication in services.
  • Ensure evidence, best practices and core standards are applied to all levels of emergency health programming, to
    ensure quality of services
  • Advocate for the role of the Red Cross Red Crescent in health response
  • Contribute to the assessment, design, implementation and monitoring of operational strategies that include appropriate public health in emergency interventions based on health needs assessment
  • Guides team in the application of minimum standards and good practices in all aspects of the operations 
  • Continuously assesses and plans actions based on evolving public health risk and needs 
  • Highlights major health concerns emerging from the operations to management to advocate for action
  • Represent the emergency response as assigned, including media, backdonors and other organizations as required within his/her area of expertise.

During non-deployment time; the delegate will be expected to support the RCRC, particularly the Norwegian Red Cross. S/he will also ensure both their technical and managerial skills are up to date during non-deployment time.

Qualifications

Education:
• Health professional background; either clinical qualifications such as as Medical Doctor, Nurse or masters degree in public health, epidemiology or similarly advanced health related qualification.

Essential experience:
• Experience with health in Emergency response 
• Previous experience(s) within the Red Cross & Red Crescent Movement. 
• Experience from different complex emergencies and contexts
• Proven successful management experience 
• Extensive field experience 
• Experience of capacity building and coaching

Desired experience:

  • A wide range of health specialists will be considered for the Global Surge Health role, including but not limited to: 
         – Generalists 
         – Epidemiologists 
         – Vaccination/Infection Prevention Control/ Social Behavior Change Specialists etc.  
  •  A working knowledge of Norwegian, French, Arabic or Spanish is an asset
  • High level of ICT skills 

Personal qualities

Other requirements:

  • Due to the nature of the work, candidates must be in good health and will have to pass a medical clearance before signing the employment contract 
  • English work proficiency (written and spoken)  is required, French, Arabic, Spanish (or other applicable language) an asset.
  • International driving license (manual gear) is required.

Position is based in:
Norwegian based is preferred. However, EU/EEA/Swiss based citizens are also encouraged to apply. Candidates outside the EU/EEA/Swiss should meet the requirement of 12 hours proximity to Oslo, Norway.
